Syllabus of Administrative Officer - Naval Headquarters exam UPSC
The syllabus of UPSC Administrative Officer (Naval Headquarters) exam has been discussed on this page. The UPSC conducts a single exam, which has 120 objective-type questions of 2.5 marks each. There is one-third negative marking.
The UPSC released notification for the Administrative Officer Naval Headquarters exam in June 2025. The detailed notification can be downloaded from Administrative Officer (Naval Headquarters) exam notification. As per this notification, the UPSC has not disclosed the syllabus for this exam.
To understand, why the UPSC has not included the syllabus in the notification, we need to understand the methodology of UPSC to conduct Recruitment Exams (RTs).
How UPSC conducts Recruitment Exams(RTs) ?
First, the UPSC comes out with the notification with vacancy details, eligibility, number of posts etc. Then the candidates apply on the UPSC ORA portal. Then the UPSC checks, how many candidates have applied for the post. If the number of applications is in the few hundreds, then direct interviews are conducted without any written exam.
But, if the number of applicants is large, the UPSC decides to conduct the written exam. How large is this threshold number? As we understand from previous exams, even if this number is above 500, you can expect a written exam.
Thus for this exam also, the UPSC will come out with another notification around 1-2 months before the exam date.
Syllabus of Administrative Officer Naval Headquarters
The UPSC has not disclosed the syllabus for Administrative Officer (Naval HQ) exam, in the notification. The UPSC will come out with another notification 1-2 months before exam date. That is the time, when the UPSC is going to disclose syllabus.
To understand the expected syllabus for the Administrative Officer Naval Headquarters, let’s review the syllabus from previous exams conducted by UPSC for Administrative Officers:

2. Personnel Management and Industrial Relations

5. Computer Awareness & Basic knowledge of office automation software such as WORD/EXCEL
6. Office Management and Procedure
In year 2022, to everyone’s surprise, the UPSC released a new syllabus just 40 days before the exam date. This new syllabus included unexpected keywords such as Marketing, FM (Financial Management), Accounting, and Public Administration. Below is the changed syllabus for the 2022 exam:
