UPSC Administrative Officer Exam – Pattern and Syllabus Release
This page discusses the syllabus and exam pattern of the UPSC Administrative Officer examination. The recruitment test consists of a single objective-type paper with 120 questions. Each question carries 2.5 marks, and there is a penalty of one-third negative marking for every wrong answer.
Why syllabus is missing from the first UPSC notification
In many recruitment cases, UPSC does not publish the detailed syllabus in the initial notification. This is directly related to the way UPSC plans and conducts its Recruitment Tests (RTs).
Process followed by UPSC for Recruitment Exams (RTs)
- UPSC first issues a recruitment notification mentioning vacancies, eligibility criteria, number of posts, and other basic details for the post of Administrative Officer.
- Interested candidates submit their applications through the UPSC ORA (Online Recruitment Application) portal.
- After the last date of application, UPSC reviews how many candidates have applied. If the number of applications is relatively low (only a few hundred), UPSC may conduct direct interviews without holding any written examination.
- If the number of applicants is large, UPSC decides to conduct a written Recruitment Test. From past experience, even when the number of candidates crosses around 500, a written exam is usually scheduled.
- When a written exam is required, UPSC issues a separate notification about 1–2 months before the exam date. At that stage, the detailed syllabus and other exam-related instructions are shared with the candidates.

Revised syllabus introduced in 2022
In 2022, UPSC surprised many candidates by releasing a revised syllabus only about 40 days before the exam date. This new syllabus introduced additional areas such as Marketing, Financial Management, Accounting and Public Administration. You can download the official syllabus here: Click here.
